Tried sfc /scannow, chkdsk /f, Dism /Online /Cleanup-Image /RestoreHealth. In device manager it was a code 45 saying touchscreen not connected, so can't disable/enable as suggested. From Microsoft community and Lenovo I've tried many things. After that the touch screen does not work. I have a Flex 3 and was forced to upgrade to Window 1903 yesterday.
